Thomas P. Theobald
Tom Theobald began business in 1984 as a small software developer in Wayne County, Pennsylvania after earning his degree in computer science from Penn State. Responding to the needs of his local county, his company designed and developed software packages for the Assessment Office, Tax Claim Bureau, Domestic Relations Office, Voter Registration Office and the Office of the Commisioners as well as a collections package for the local Tax Collectors. The company evolved over the years, and the scope of the projects broadened as well as increased in size. Today our scope of work includes not only software design, but a complete set of printing services all aimed specifically to satisfy the needs of our Pennsylvania County Government clients. Sullivan, Tioga, Warren, York, Wayne and Wyoming.

Tom Theobald began business in 1984 as a small software developer after earning his degree in Computer Science from Penn State University. Tom’s four decades of experience in the industry is a testament to the company’s success. “During the last 40 years, we’ve seen growth both in size and scope. By building a team environment, we have created partnerships with our clients that have lasted for decades and continue to grow to this day.”

Barbara J. Theobald
Business Manager
Barbara joined the GSS team as its Business Manager in 2001. She studied at Bloomsburg University for Business Management with a core in Computer Science. Working at GSS has allowed her to utilize her knowledge and skills to help the company continually reinvent itself. "I've watched this business grow by leaps and bounds for over 22 years. We have always strived to stay ahead of technology, which has seen major growth during that time period."

Bethany J. Lawlor
Production Manager
Bethany is the Production Manager at Government Sotfware Services and has been employed with the company since 2013. She graduated with a Communication Arts degree from Marywood University in 2011 with a concentration in public relations. While working at GSS, she’s gained the expertise to balance multiple projects with strict, time-sensitve deadlines with efficiency and accuracy. “Working for GSS has shown me how to adapt to the ever-changing needs of successful business. I get great fulfillment in creating and maintaining positive relationships with our clients and exceeding their expectations.”

Jacob M. Heylek
Project Manager
Jacob joined the GSS team in 2021 after earning his bachelor's degree in Computer Science from Lock Haven University. He continues to develop skills and learn with the company where they have fostered an environment geared toward growth and leadership. "Coming right out of college, GSS has given me a place to really grow as a developer and I look forward to growing with the company as well."

Kenneth W. Bennett
Senior Programmer
Kenneth joined the GSS team in 2021 while working towards completing his degree in computer information systems from LCCC. He completed his degree in 2022 graduating Summa Cum Laude thanks to the support of the GSS team. Kenneth's abilities have grown exponentially since joining the team because GSS has fostered an environment of professional growth and development. "After working over a decade in a different career, GSS has provided one of the best environments I have worked in and I am excited for the future here."
